1. Diversity of Citizenship
Federal courts can have jurisdiction over a case of a civil nature in which parties are residents of different states and the amount in question exceeds the amount set by federal law (currently $75,000). The federal courts are often required to apply state law when dealing with these cases since the issues concern matters of state law. The fact that the parties are from different states and that the amount in question is high enough is what manages to get such cases into federal court.
2. Federal Question
Federal courts have jurisdiction over cases that arise under the U.S. Constitution, the laws of the United States, and the treaties made under the authority of the United States. These issues are the sole prerogative of the federal courts and include the following types of cases:
And so I say, there are only two, Diversity of Citizenship, and Federal Question

I have been reading lots of older babs stories lately, so you're in luck!

As Batgirl, Babs relied on her wits and smarts as much as she did her martial art skills. Even back then, Babs had a photographic memory, plus a masters degree in library sciences, so collecting and oranizing information came naturakly to her.

After getting paralyzed, Babs developed her computer skills further and Oracle was born. There's actually an Oracle: Year One short story. I think it appeared in an issue of Gotham knights or Legends of the Dark knight, forget which.
She was smart, and when she got paralized, she studied computers and got smarter, and the oracle sorta just happened from that.

26. Zonedbone was right. It's Batman Begins

33. Not exactly sure what one specific thing, so:
Vanderbilt worked for Gibbons and then became a steamboat entreprenuer
Vanderbilt then switched to ocean-faring steamboats when the California Gold Rush started
Vanderbilt then restored and maintained a reailroad empire of his own
He then created the New York and Hudson River Railroads, which is what i think you were asking for
He then a had a university named in his honor

37. Isaac Asimov

38. A move in fencing where the attacker means to hit his opponent, after he has just parried his opponents attack (i've always found fencing fascinating).

40. Quincy Magoo! Don't any of you watch old cartoons! My favorite is Tom and Jerry
