Making object turn randomly

I have done the attached exercise. I am having problem figuring out how to make my object turn randomly. It current is turning randomly but I don't seem to be able to specify the degrees correctly within which I wish to keep the random angles to.

There is also 2 hints in the question which I don't understand well. Appreciate any guidance.
