You shouldn't make the camera move when zooming in. Instead, you should change the camera's viewing angles, this way the camera will zoom in, but will not go past objects which are within those 20 metres.
My attached example demonstrates this concept. Note - when you hold space (camera angle method) the camera does not go through the bird which is up close and it does zoom in on the whole (rubbish) scene; but when you hold enter (movement method) it does and therefore isn't realistic zooming.
