How do I move the helicopter towards control tower and then around it?

I used as seen by island for the helicopter, but it moves really weird. anyone know how to make this happen so the circle isn't too big, and you can actually see helicopter moving around the control tower naturally?

Make it turn to face tower, then turn left/right as seen by tower

You can also use Dummy Objects. Place them where you want and have the helicopter move towards it then turn and move towards next one.
