What is the "Prevention Usergroup"?

I was checking out the new posts section of the forums, when I came upon this thread. I would like somebody to explain to me what that thread is about, and what the Prevention Usergroup is. I would like to know. Please explain it to me if you have an answer.

looks like some sort of list of accounts that have been automagically caught out by the system for being spam accounts, it says that the account has been moved to the prevention group and been banned, you cant even view the users profile though.

How did you find this thread that was somehow posted in a sub-forum?

It was listed on the "New Posts" page, and that is where I found this thread. I generally reply to threads that are new, so I always like to check out the "New Posts" page.
